The Gallup Global Company has released its 2023 Law and Order Index, placing Iraq alongside France in terms of security and law enforcement indicators. Government advisors, parliamentarians, and security experts have hailed the report’s findings as a significant achievement for the Iraqi government, affirming the success of its strategy to strengthen and consolidate security and maintain order.

According to the report, Iraq secured the 84th position in the survey conducted by the center, a rank it shares with France.
The results in this report are based on nationally representative, probability-based samples among the adult population aged 15 and older in 140 countries and areas in 2023. With the exception of China and a subset of 26 countries, the 2023 results are based on telephone or face-to-face surveys of approximately 1,000 or more respondents.

The countries Gallup identified for this hybrid approach all have high levels of access to the internet among the adult population. Gallup used high-quality third-party panels that are commercially available as the sample source for the portion of World Poll data collected via web in 2023.

    Governmental Success

In this regard, Prime Minister’s advisor Hussein Alawi told the Iraqi News Agency (INA) that “these indicators reflect Iraq’s stability, 24 months into the tenure of Prime Minister Mohammed Shia’ Al-Sudani’s administration, which has reorganized the armed forces, ended the mission of the international coalition, advanced the capabilities of the Iraqi military, responded to domestic security threats, and enhanced border management and governance through digital transformation in the security sector.”

Alawi further stated, “The government has also successfully addressed major crises, particularly in the national economy, and has steered the country towards development, reconstruction, and progress. In addition to the urbanization movement, youth integration into the labor market, and the stimulation of investment projects, particularly in industry, agriculture, housing, and infrastructure, there have been initiatives to support small and medium-sized enterprises, increased attention to women’s issues, expanded social protection networks, and solutions for water, environmental, technological, and educational challenges, as well as the lingering effects of the war against ISIS in the liberated provinces.
Furthermore, the launch of the Development Road and other sovereign initiatives has contributed to the country’s progress, fostering stability and improving public life indicators, particularly the citizens’ ability to fully engage in daily life activities.”

He added, “Iraq is experiencing a major transformation unprecedented in the last 40 years, where Iraqis now live without major national security threats. This progress in the composite economy sectors and infrastructure will continue to guide the country towards greater prosperity and improved living standards for the Iraqi people, particularly under the leadership focused on prioritizing Iraq’s interests and the comprehensive development of its economy while addressing the needs of youth and enhancing the quality of life.”

Alawi emphasized, “The government’s national priority is to see Iraq advanced and prosperous. Over the past 24 months, and continuing forward, we will witness the inauguration of monumental projects in 2024 and 2025 in healthcare, infrastructure, electricity, refineries, and the Grand Al-Faw Port, one of the strategic achievements of the Iraqi state under the Al-Sudani government.”
He also affirmed that “international reports are increasingly recognizing Iraq due to its achievements and progress.”

    Ongoing Growth in Security Capabilities

Meanwhile, the MP of the Parliamentary Security and Defense Committee, Talib Al-Yasari, told the Iraqi News Agency (INA) that “the security improvements lauded in the report are the result of the relentless efforts of the security forces in combating crime, maintaining order, and conducting preemptive operations to prevent terrorist attacks and criminal activities.”

He noted, “Crimes such as robbery, kidnapping, and theft have nearly disappeared, and there has been a significant decline in other crimes. Security capabilities continue to grow, and the situation is progressing towards the Ministry of Interior fully assuming control of the security portfolio.”

He added, “The consistent efforts of the Commander-in-Chief of the Armed Forces, Mohammed Shia’ Al-Sudani, and the Minister of Interior, Abdul Amir Al-Shammari, have played a crucial role in reinforcing internal security, with ongoing operations targeting major threats, including the drug trade, which has seen the apprehension of hundreds of dealers and traffickers.”

Additionally, the security expert Fadel Abu Ragheef told the Iraqi News Agency (INA) that “the substantial efforts undertaken by the government and its executive arms, particularly the intelligence services, including the National Security Agency, have played a key role in controlling cyberspace and launching campaigns to reduce extortion. These efforts have succeeded in mitigating extortion rates and reducing crimes associated with honor killings, systematic murders, and organized crime. The Intelligence Service has also played a significant role in combating terrorist crime, particularly attempts to strike Iraq from abroad, in addition to the continuous airstrikes against terrorist groups.”

He further added that “Iraq’s safety rating has risen to align with that of France, underscoring the need for intensified efforts to further enhance the intelligence sector and adopt advanced technological approaches to meet current and future challenges.”

In a related issue, the military and strategic expert Sarmad Al-Bayati told the Iraqi News Agency (INA) that “Iraq is currently experiencing an excellent period in terms of security due to the control over all regions across the country. Iraq is also implementing measures to align itself with global standards, such as disarmament and traffic law enforcement, to ensure greater order and stability.”
