Haider Hanoun, the Commissioner of the Federal Commission of Integrity, stated today, Wednesday, that the arrest warrant for Haitham Al-Jubouri was issued for the crime of inflating funds. He also announced the decision to circulate the red notice against Nour Zuhair and move forward with the procedures for seizing his funds.
"Noor Zuhair Jassim Mudhaffar is the first accused in the case of tax guarantees, and we are in the role of agreeing with the court that in the event that he does not appear or the sponsors are unable to present him, we will complete the procedures of the red notice for him and circulate it through Interpol (Iraqi and international)" was what Hanoun said in a statement to a number of media platforms, including the Iraqi News Agency (INA), during a conference on the human rights-based approach to anti-corruption efforts with the participation of the UNDP. Eventually, we'll take him into custody."
He stated, "We will seek to seize the funds of the accused Nour Zuhair in Iraq, as well as those in Arab countries, especially in the United Arab Emirates and the Kingdom of Jordan, as he has a lot of money in these countries, according to our information."
According to him, "We have more than 30 accused in the case of (tax guarantees), including Haitham Al-Jubouri, illegal increase was recorded in his money other than the tax guarantees amounted to 18 billion and a half billion, he paid to the Integrity Commission of which almost 11 billion and failed to pay the rest," stating that "if Al-Jubouri is tried for this crime, he will be sentenced to return the money in addition to a fine of the same sum of money that will go to the state treasury."
"We intend to pursue the confiscation of the accused Nour Zuhair's assets in Iraq and other Arab nations, particularly the United Arab Emirates and the Kingdom of Jordan, as our intelligence indicates he possesses substantial wealth in these regions." he continued.
In addition, Hannun emphasized during the conference that "the greatest threat to human rights, whether financially or administratively, is corruption, and the more we lax in this area, the more we will be a danger to the democratic system." The Integrity Commission worked to protect human rights in all stages of the fight against corruption, and the Commission followed up on corruption files in human rights institutions and the activation of human rights in all institutions.
"We worked together with the UNDP and with the support of the UNAMI to hold workshops and training in many events, forums, and initiatives, the most recent of which is the resolution of trade disputes, which is fundamentally concerned with human rights," he continued.
