    The 14th National People's Congress, the highest legislative body in China, opened its first session Sunday.
     
    Chinese President Xi Jinping and other Chinese leaders attended the opening session.
    About 3,000 deputies gathered in the Great Hall of the People to perform their duties as the country's top legislators. Chinese Premier Li Keqiang, on behalf of the State Council, delivered a report on the work of the government, reviewing the work of the past year and the past five years, and making suggestions on the work of the government this year.
    "The following plan is clear and guided by the mission of the CPC to build a modern socialist country in an all-round way," Li noted in the report.
    He called for "breakthroughs to promote high-quality development, self-reliance and strength in science and technology."
    "In order to accelerate the construction of a modern industrial system, we must mobilize high-quality resources to push through intractable problems of critical and core technologies while focusing on key industrial chains of the manufacturing sector," said Li Keqiang, Chinese Premier.
    To explore and extract important energy and mineral resources and increase their reserves and production inside the country, and we will work to accelerate the digital transformation of traditional industries and medium and small enterprises, and intensify efforts to push its development to become more sophisticated, intelligent and environmentally friendly, and accelerate research and development of pioneering technologies, it application and dissemination, and we will complete the modern logistics system, and we will intensify efforts to develop the digital economy, raise the level of permanent supervision and management, and support the development of the platform economy.
    China is stabilizing its economic growth and is expected to contribute more than 30 percent to global economic growth in 2023.
    Chinese Premier Li Keqiang said, "The main development goals expected to be achieved this year include the following: GDP growth at a rate of nearly 5%, providing new job opportunities for about 12 million people in cities and towns, and maintaining the survey-based unemployment rate in cities and towns at about 5.5%, and keeping the rate of increase in the consumer price index at about 3%, and achieving the growth of the population’s income keeping pace with economic growth in principle, and enhancing the stability of the volume of import and export while raising its quality, achieving a basic balance in International balance of payments, and keeping the volume of production of food grains at more than 650 million tons, continue to reduce energy consumption per unit of GDP and emissions of major pollutants, pay attention to reducing fossil fuel consumption, and stably improving the quality of the ecological environment.
    The first session of the 14th National People's Congress will also review a draft plan for reforming Party and state institutions to strengthen the Party's leadership for the country's socialist modernization.
    In addition, Li "confirmed China's commitment to developing friendly relations with other countries in parallel with promoting world peace."
