Al-Jubouri: 85% of IDPs returned to the liberated cities

    The Governor of Kirkuk, Rakan Saeed Al-Jubouri, counted today, Friday, the number of projects completed in the governorate, especially in the framework of efforts to rebuild the liberated cities, and while he indicated that the percentage of service provision in it reached 90%, he announced the return of 85% of the displaced families.
    The Reconstruction Fund projects have submitted more than 90 projects from 2017 to 2021, and more than 400 projects have been completed at the level of stabilization projects since 2017 until now, while the United Nations Development Program (UNDP) has completed more than 70 projects.

    Al-Jubouri told the Iraqi News Agency (INA), that "half of Kirkuk governorate was occupied by terrorist gangs, and it was the last point that was liberated in the country," noting that "large areas in the governorate were subjected to comprehensive and great destruction by terrorist gangs, including 138 villages." It was completely demolished, in addition to the demolition of 16,000 homes, in addition to other areas.".

    He added, "The amounts allocated for the reconstruction of areas that have been subjected to terrorism and military operations within the borders of Kirkuk governorate were made by (3) ways represented by the Reconstruction Fund for Areas Affected by Terrorist Operations, the efforts of international organizations and the United Nations Development Program (UNDP), as well as the amounts allocated by the general budget for the province, whether from the development of the regions and petrodollars.

    He pointed out that "it is not possible to put a certain percentage on what has been achieved in terms of infrastructure reconstruction efforts due to the great destruction that the governorate has been subjected to," noting that "the local government in Kirkuk and its planning team has done a great deal to ensure the return of the displaced and the reconstruction of the infrastructure of the liberated areas.".

    He noted that "the work of the local government included water and electricity projects, paving schools, building health centers, disinfecting and organizing irrigation canals, irrigation projects, and other projects." 

    Al-Jubouri added, "Despite the lack of financial allocations, the governorate succeeded in rebuilding the infrastructure and provided services to all district centers, liberated districts and villages by 90%," and was able to return 85% of the displaced to their areas of residence.
