The Independent High Electoral Commission (IHEC) clarified on Wednesday the quota system in the PARLIAMENT, while showing that the mechanism for distributing financial rewards for receiving electoral cards is controlled by the government.
Deputy spokeswoman of IHEC, Nebras Abu Suda said that "The quota rate in parliament is more than 25%, which is consistent with the law, if the candidate wins strongly in the vote; the quota is exhausted because it has become a representation.”
"This is a government initiative launched by Prime Minister Mustafa Al-Kadhimi, as all matters and procedures relate to the government," she said, adding that "the Commission has no knowledge of the mechanism for distributing financial rewards."
The legislative elections are scheduled to take place on October 10, at a time when the Government and IHEC have announced the completion of all technical, logistical and security preparations for holding it”
