The Independent High Electoral Commission announced today, Saturday, embarking on an accelerated plan to deliver biometric voter cards until the election date, explaining the legal penalty for violators of the terms of electoral campaigning.
The Director of the Media and Mass Communication Department at IHEC, Hassan Salman, told the Iraqi News Agency (INA): "The Commission has embarked on an accelerated and continuous plan to deliver biometric voter cards and educate voters about the importance of receiving them, and to have a degree of awareness in this aspect," explaining that " The receipt of cards and voter education will continue until the day before the electoral process."
Regarding the mechanism for monitoring the candidates’ commitment to election silence, Salman added, “The commission has System No. 5 on electoral propaganda, which is a breach of electoral propaganda if parties and candidates continue to publicize elections despite electoral silence."
He pointed out that "The election silence will be on October 9th, that is, 24 hours before the date of the elections," stressing that” Any violation of the time of electoral publicity shall constitute an electoral breach, and there shall be a legal procedures against those who violate the conditions of electoral propaganda."
He added that "The electoral district in which the violation is located will be concerned with evaluating the breach, and in light of this, the necessary measures will be taken and the legal penalty will be imposed, whether it is a financial fine or other punishment," excluding that "the penalty will reach to withdraw the candidate's nomination and exclude him from the elections."
"Article 22 of Regulation No. 5 provides that IHEC shall, at the outset, notify the party or entity concerned, whether at the level of an individual candidate, a party candidate or a coalition candidate. “If there is a particular breach, especially with regard to electoral propaganda, the violator is warned that the breach must be removed within a period of 3 days, and in the event of failure to respond, the fine or any other penalty will be doubled, in addition to his obligation to remove it," Salman affirmed.
It is hoped that the early Iraqi parliamentary elections will be held on October tenth of this year.
