The ministry's spokesman, Ahmed Laibi, said in a statement to the Iraqi News Agency (INA), "The number of convicted terrorists is more than 50,000 prisoners, and half of them are sentenced to death."
Laibi added that “The death penalties were not implemented because they did not acquire a peremptory degree, or the absence of the republican decree to carry out the penalty”.
He continued, "Any ruling that acquires a peremptory degree and has a republican decree will be implemented, but about 90% of the rulings were not issued by a republican decree or did not acquire a peremptory degree.
