INA publishes the budget proposals before voting on them

    The Iraqi News Agency published today, Friday the 2021 budget proposals before a vote by the House of Representatives.
    The proposals included stopping appointments in all ministries and agencies not associated with a ministry and the governorates, and transferring the file of appointments in government institutions to the Federal Service Council.
    It also included the exception of the Ministry of Health in appointing those covered by the Medical Professions Law and the Law of First Graduates, "as well as prohibiting appointment and contracting in state departments."
    It included the calculation of the contract period for those who are proven to have actual service for the purposes of bonus, promotion and contracting, "and also among the proposals is the draft budget before the voting session. The Ministry of Education should issue direct orders to the lecturers covered by Cabinet Resolution No. (59) For the year 2020."
    The proposals also stipulated not to appoint in any leadership positions (general manager or above) unless there is a job grade for them in the ministry’s law or the entity not associated with a ministry, as well as obligating the Kurdistan region to provide the Federal Ministry of Finance with the functional staffing of the formations affiliated with it.
    The proposals included that the Ministries of Defense and Interior commit to transferring the ranks of those who hold a bachelor’s degree or higher to the civil owners of the same ministry, as well as stopping the transfer and placement between presidencies and ministries, except in case of necessity.
