Abdullah Ocalan, the leader of the Kurdistan Workers' Party (banned in Iraq), called on workers to lay down their arms.
Ocalan said in a statement, "I call for laying down arms and I bear historical responsibility for this call, and all groups must lay down their arms."
He added, "I call on the Kurdistan Workers' Party to hold a general conference and decide to dissolve itself, and I emphasize that civil struggle is the solution."
