Russian President Vladimir Putin confirmed on Thursday that the Hmeimim base will be used to deliver humanitarian aid to the Syrian people, noting that he did not meet with Bashar al-Assad after he arrived in Moscow.

Putin said in a speech, followed by the Iraqi News Agency (INA): "There are those who are trying to present what happened in Syria as a defeat for Russia, and this is not true," noting that "we do not know to what extent we need our bases in Syria and what they can provide."

He added, "We are thinking about the future of our bases in Syria based on the actions of the current authorities there," noting that "Russia has evacuated 4,000 Iranian fighters to Tehran."

He added, "The Hmeimim base will be used to deliver humanitarian aid to the Syrian people," explaining, "I have not met Bashar al-Assad after he arrived in Moscow, but I intend to talk to him."
