The government's program, according to Planning Minister Mohamed Ali Tamim, is centered on areas that improve citizens' lives. However, he emphasized that investments in human resources should be directed toward more fundamental changes.
"Human capital project is one of the projects adopted by Iraq since 2018 to improve the available human resource represented by the population and its groups," stated Tamim in a speech during the first conference on human capital development in Iraq, which was attended by the Iraqi News Agency (INA) correspondent.
Noting that "responding to local needs for development requires a serious pause to reconsider the priorities of investments and direct them towards fundamental changes in the education, social protection, and skills sector," he continued, "the successive political, economic, and health crises have limited the harnessing of efforts by improving services with human capital and keeping pace with international companies."
"Human capital is an important resource in countries' resources, whatever their level of income, and if investment in it increases, the country will prosper and societies will flourish," Tamim said.
"Improving human capital, such as addressing the phenomenon of unemployment, supporting poor groups, providing social protection, reforming economic sectors, improving the health situation, supporting the vocational education project, and creating an educational and committed service system that offers high education opportunities for citizens," he clarified, was the central focus of the government program's "issue of government reform."
"Building the human being among its five priorities was a key component of Iraq's vision for sustainable development in 2023, and this confirms that the human resource is one of the most important resources available that represent the requirements of development," the author concluded.
