Rashid : The Social Security Law is in line with the current stage and the requirements of the Constitution

    President Abdul Latif Jamal Rashid affirmed Thursday, that the government has set up a social protection program with the aim of reaching an integrated protection system, while working to protect citizens and integrate them into strategic plans, calling for environmental protection, stopping the growing desertification and ensuring fair distribution of water.

    The President of the Republic said in a speech during the International Labor Conference held in Geneva, followed by the Iraqi News Agency (INA), "It is with great pleasure that I participate with you, on the occasion of the International Labor Conference for Social Justice for All."

    He added, "I extend my thanks and appreciation to the President of the International Labor Organization, Gilbert Hongbo, and his colleagues in the organization for the kind invitation we received and for their efforts to make the conference a success".

    He explained that "the absence or weakness of social justice is one of the causes of many of the world's problems," noting that "these ancient problems began to emerge with the beginning of the history of societies and humanity in general, and that wars, conflicts, migration, and even the destruction of nature are only a manifestation of the absence of social justice most of the time.

    He added, "There is nothing in life that is more miserable than the feeling of injustice and the absence of justice, and if these feelings are exacerbated, then armed conflicts and wars are direct results of the loss of social justice."

    He added, "This happens at the level of a single society when the injustice of the authorities and the forces controlling a society increases, and when freedoms are absent, or wealth and prosperity are monopolized and corruption is tyrannized," noting, "The experiences of ancient and contemporary history provide us with many examples of societies and countries that were victims of the tyranny of tyrannical rulers, which then leads to the absence of justice in opportunities and the lack of equality in rights and duties within the same society, and may then lead to the exacerbation of conflicts and violence within the same society.”

    He went on, “This sometimes happens in the conflict between neighboring countries, and that is whenever the mind is absent and the greed of strong countries increases for the rights, property and wealth of weak countries,” stressing that “according to this, our world is now passing through a critical historical moment that requires above all work to achieve social justice within societies and their development in the field of the relationship between societies and states in regions at the world level as a whole.

    He continued, "We must be fair to each other as individuals, communities, neighboring countries, and as an international community, and we must double our sense of responsibility of the rich over the poverty of the poor for the sake of justice and equal rights."

    He pointed out, "These are requirements that will be easy to achieve if we participate together in effective international action that puts in its tasks strategic plans for sustainable development at the level of countries and the world, and this development seeks to achieve real progress in social justice."

    He noted that "Iraq went through a difficult period during which it suffered from wars and terrorism, and the decline in security and stability for many decades, which led - directly - to the absence or weakness of social justice. 
    However, the government is working in its program of work and social care in order to achieve its goals to protect citizens and families by integrating them into government strategic plans and its future policies, which also include the fields of education and culture.

    He stressed, "The development of a social protection program aimed at reaching an integrated social protection system between social safety nets, social insurances, and labor market policies, in order to achieve effective social protection for the poor, in addition to the state encouraging the establishment of individual family-generating projects, as the government assists in financing small projects and ensuring training on developing the skills and capabilities of the poor with limited income, the disabled and people with special needs.

    He pointed out, "The adoption of a new social security law that is in line with the current stage and the requirements of the constitution, which affirms the adoption of a fair distribution of wealth and the granting of equal opportunities for all. The new law also takes into account legislation and international agreements in this regard."

    He expressed his "support for the idea of this conference to form an international coalition for social justice at various levels."

    He added, "In this noble humanitarian endeavor, we affirm our belief in the need to call on countries to adopt the language of dialogue and understanding between them, with the help of the United Nations, to protect the environment, stop the growing desertification, and ensure the fair distribution of water among the riparian countries."

    He stressed "the importance of working on two levels in favor of promoting this social justice," noting: "There must be joint international action that helps achieve this justice among peoples, in a way that allows poor countries the potential of social justice for their people, and also contributes to reducing the areas of economic, social and cultural differences within the country." It also contributes to enhancing the security and stability of the world and helps to protect the environment.

    He concluded, "We wish success in these endeavors, so that we may jointly create a more just world, and let us cooperate to protect peace and preserve human dignity."
