Iraq calls on the countries of the Organization of Islamic Cooperation to help recover its stolen money

    The representative of Iraq to the United Nations and Arab conventions against corruption, Judge Haider Hanoun, participated today, Tuesday, in the ministerial meeting of the anti-corruption law enforcement agencies in the Organization of Islamic Cooperation countries, while calling on the countries of the organization to help Iraq recover its looted funds.
     
     
    In a speech he delivered during the first ministerial meeting of the enforcement bodies of anti-corruption laws in the member states of the Organization of Islamic Cooperation, held in Jeddah in the Kingdom of Saudi Arabia, which lasts for two days, and which was received by the Iraqi News Agency (INA), Hanoun said: "Corruption is a deadly scourge that destroys state institutions and messes with it capabilities." economic and financial structures and their social values,” pointing out that “combating it requires the collaboration of all local and international agencies, and conclusion of agreements and treaties, and the issuance of instruments, regulations and documents for this purpose.”
    Hanoun expressed his hopefulness about "the decisions of the meeting to endorse (the Makkah Al-Mukarramah Agreement for the Member States of the Organization of Islamic Cooperation to cooperate in the field of enforcing the anti-corruption law)", explaining that "the meeting is under the umbrella of Islam and the Qur'an and the shadows of the immortal Prophet of Islam Muhammad Al-Mustafa (PBUH) and in the vicinity of the Two Holy Mosques, makes whoever signs a deed, agreement, cooperation, or treaty within Makkah as if he is the bearer of a trust that the heavens and the earth carry, and his motive that pushes him towards adhering to it is the sacred texts of Islam.
     
    He reaffirmed "Iraq's assertion of what resulted from the Baghdad conference to recover stolen funds held last year, such as the establishment of an international judiciary specialized in corruption and money recovery cases, finding non-traditional means in the matter of recovering funds and combating corruption, such as confiscation not based on a criminal conviction, and issuing a bulletin on countries that refrain from providing assistance." As well as emphasizing the principle of good faith in implementing international legal obligations in the field of recovering funds, and what it requires to return illegally obtained funds to the state requesting recovery.
      "The Iraqi government headed by Prime Minister Muhammad Shia'a Al-Sudani has put in its government program combating corruption, preventing its spread, punishing its perpetrators, and recovering stolen and looted funds among the priorities of its goals," noting that "the Federal Integrity Commission has a major role in its implementation with legislative support and under the umbrella of a fair judiciary." Hanoun said.
    He stated, "The government has established a development fund in which the recovered corruption money will be deposited, for the purpose of spending it on development projects, and providing opportunities for a decent life for the people," noting that "the Republic of Iraq is one of the countries that has been greatly affected by the scourge of corruption, as it causes waste and smuggling of public money." affecting the performance of state institutions and obstructing reconstruction, economic development and investment.”
    Hanoun called on "the member states of the Organization of Islamic Cooperation to cooperate with Iraq and assist it in recovering the convicts and returning the funds obtained from corruption smuggled to those countries."
