The media office of the President Barham Salih stated in a statement, that "in an expanded meeting, the President of the Republic, Barham Salih, presented a new draft penal law to the Parliament, at the Peace Palace in Baghdad, submitted by the Supreme Judicial Council to the Presidency of the Republic in the context of Cooperation between the Presidency of the Republic and the Supreme Judicial Council in the field of legislating laws required by the developments of the times, to replace the Penal Code of 1969, and based on legal drafting and harmonization with the Iraqi legislation in force and not violating the Constitution, and not inconsistent with international covenants, aiming to achieve security, solidarity and stability.
According to the statement, Salih said, "The new draft law is the most comprehensive amendment in fifty years to the Iraqi Penal Code of 1969 and its modifications made to it by the dissolved Revolutionary Command Council and orders issued by the Coalition Provisional Authority," noting that "the draft was adopted by the Supreme Judicial Council and was approved by the Supreme Judicial Council. Consulting the State Council in it, while the Council of Advisors in the Presidency of the Republic worked on it by taking advantage of the Iraqi competencies and the various jurisprudential circles to reach a formula that fits with the new situation in Iraq.
