Speaker of Iraqi Parliament Mohammed al-Halbusi, accompanied by a parliamentary delegation, attended the 140th General Assembly's meetings of the inter-Parliamentary Union (IPU) in Qatar.
The general debate of the Union focused on the issue of parliaments as platforms for promoting education for peace, security and the rule of law, as well as the emergency item on the protection of the Palestinian people and the Golan.
During the conference, al-Halbusi presented the victory over terrorism and extremism, self-reconciling, the opening to the Arab brotherly countries and its regional environment, inspired to build the best relations with the countries of the world based on mutual respect and common interests.
"Our conference is taking place today in extremely sensitive and complex regional and international circumstances, while the transitory terrorism of time, place and faith continues to threaten the peace of the region and the world," said al-Halbusi.
He called for criminalizing the use of terrorism for political reasons in undermining the independence of any country, destroying its historical cultural record, plundering its material and legal resources, and setting up a comprehensive international program that seeks to rid humanity of the evils of terrorism in order to preserve its existence and its cultural achievements.
Al-Halbusi also asserted Iraq's rejection to the (Israeli) expansionist settlement policies based on expulsion of the Palestinians from their homes and lands, calling on the international community to give the Palestinian cause the required attention and to start a just and comprehensive solution that would guarantee a full and independent Palestinian state with Jerusalem as its capital and protect the Palestinians from Israeli violence and invasions, in addition to the return of Palestinian refugees to their homes.
He reiterated Iraq's rejection of the US president's acknowledgment of Jerusalem as the capital of Israel and the imposition of its authority over the occupied Syrian Arab Golan, stressing that unilateral political decisions will not change the facts of history and geography and that the statute of limitations of occupation does not justify its legitimacy in violation of UN resolutions and international conventions, as well as pushing the region and the world to the edge of serious slopes.
Then he pointed out that the concept of security does not necessarily mean exclusively the ability of the state to protect its citizens, and their properties from external threats that may affect them or cause harm to them, but goes beyond this concept to other types of political security, economic security, social security, environmental security and other new types that surrounds our world day by day, with the expansion of the means of life and the evolution of its tools.
The Speaker stressed the support of the Iraqi Parliament during the previous sessions and in its current session of all the legislations that are in the interest of developing the means of education within the framework of the goals that achieve peace and coexistence, preserve diversity, respect cultures and human rights, support minorities and stand against all foreign cultures that adopt extremism.
During his proceeding, he asserted the importance of developing the means of education and work to allocate ambitious budgets for schools, universities and research and development centres, adding that while more money is placed in the budgets of education, it will be dispensed with putting the fold of these funds over time in the budgets of health, security and defence.
"While we continue to call for bridging the scientific, technical and cultural gap between the first world and the third world, we stressing that this is one of the most important factors in bringing peace to the world," added al-Halbusi.
He also expressed that the people of Iraq and the State has succeeded in dismantling many of its security, political and economic crises depending on the method of dialogue among all its components, and seeks to make this dialogue an approach to dismantle all other regional and international crises, and that flagging to use the military and economic forces against any one did not succeed in making peace in all the experiences of our world.
