PM Muhammed S. Al-Sudani sponsored on Friday the meetings of the 48th session of the Council of Arab Ministers for Youth and Sports, hosted by the Iraqi capital, Baghdad, which has also been designated as the 2025 Arab Capital of Sports.
At the outset of his speech, PM Al-Sudani welcomed Iraq’s esteemed guests, the Ministers of Youth and Sports from the Arab nations, emphasizing that Baghdad, as it hosts this gathering, "is witnessing a renaissance in development, economy, and urban growth, led by a promising generation of young Iraqis who have endured hardships and challenges that have only strengthened their resolve."
The Prime Minister highlighted the government’s program, which places "significant emphasis on youth affairs across various sectors, recognizing them as the key to long-term solutions," adding that "the government’s approach is based on three main pillars: first, empowering youth and expanding their capabilities; second, providing the necessary environment for them to enter the job market; and third, granting them the opportunities and necessary facilities," affirming that "these principles have enabled the government to instill confidence in the younger generation and for state institutions to embrace the potential of youth."
PM Al-Sudani’s Speech included key points as follows:
- The Higher Council for Youth was established in mid-2023 to enhance coordination, build bridges between youth and sectoral institutions, and review legislative frameworks concerning youth affairs.
- The Higher Council for Youth aims to implement priority projects and programs, listen to the concerns of young people, and address their aspirations.
- The government has launched a series of programs and issued decisions that serve the interests of the youth, who represent Iraq’s greatest asset.
- Support was provided for the establishment of youth startups, the expansion of small business loans, and an increase in the capital of the specialized loan fund to approximately $1 billion.
- The “Riyada” Initiative for Youth Support vocational training, and business incubators has registered nearly 400,000 participants, with more than 40,000 enrolled in training programs.
- Over 16,000 operational loans have been granted under the Riyada Initiative, and 5% of governorate budgets have been allocated exclusively to youth and sports sectors.
- The fight against drug abuse and crime has been anchored on youth efforts in awareness campaigns and volunteer initiatives, including:
- The National Initiative for Awareness on Drug Abuse and Psychoactive Substances.
- The National Youth Program Competition.
- The National Youth Team for Climate Change.
- The “Manufacturing of the Future” Project, a comprehensive youth initiative.
- The government has launched nationwide youth camps, robotics and AI clubs, and designated a portion of the National Creativity Award to honor youth contributions.
- Youth empowerment is a comprehensive approach embraced by the government, society, and institutions at all levels.
- The latest national census revealed that individuals of working age constitute 60% of the population, while those under 15 years old represent 36%, with an annual growth rate of 2.3%.
- The government views sports as a driver of opportunity, an economic development tool, and a vital sector for engaging youth and harnessing their potential.
Iraq has completed its sports infrastructure, making it capable of hosting major international events. Iraq has already successfully organized major sporting tournaments.
- Iraq now boasts an unprecedented number of FIFA-standard stadiums, meeting Olympic and international specifications.
- If managed effectively, sports can become a key economic sector, fostering youth engagement and contributing to Iraq’s overall development.
- We extend our solidarity and support to the youth of Gaza and Lebanon, and to all young Arabs enduring instability across the region.
- We call on Arab Ministers of Youth and Sports to develop policies, strategies, and visionary plans that can make a real difference and support youth empowerment.
