Al-Qaisi: A Step Toward Sustainable Development Is the Reformulation of the Provincial Councils Law

    Baghdad Provincial Council Chairman Ammar Al-Qaisi stressed today, Wednesday, that granting broader powers to provincial councils prevents central interference and achieves benefits from them, while he pointed out that drafting a law that enhances the work of councils is an essential step to achieve sustainable development.

    Al-Qaisi said in a speech during the first conference to discuss the draft law of provincial, which was attended by the reporter of the Iraqi News Agency (INA): "The law of provincial councils is important in achieving the development, reconstruction and stability that we all aspire to," noting that "it is very important to us that this conference be a crucible for exchanging ideas, visions and experiences, on the most appropriate ways to modernize the administrative process in the country, and overcome the obstacles of bureaucracy and procrastination that hinder the provision of the required service to the citizen."

    He added that "working on developing the concept of administrative decentralization is a necessity imposed on us by the challenges of reality and the crises facing the economic and societal development process in Iraq," noting that "the recommendations of this conference should take into account the idea of ​​granting broader powers to provincial councils in order to manage their own affairs with the available capabilities and required efficiency in a way that prevents central interference and achieves the desired benefit from local government according to legal foundations that we all resort to in order to resolve any unproductive or constructive interference that could hinder our assigned work, for which the public elected us."

    Al-Qaisi explained that “drafting a law that enhances the work of provincial councils does not only mean improving services, but is also a fundamental step towards achieving sustainable development. When provinces are able to manage their resources and make their decisions, this contributes to diversifying the local economy and creating job opportunities, and also ensures achieving justice in the distribution of projects and services.”
