The Cabinet holds the 11th session, including desicions

    INA - BAGHDAD

    The Cabinet held on Tuesday, the 11st regular session chaired by PM Muhammed S. Al-Sudani as they discussed topics listed on the agenda and made the decisions, according to a statement by the PM Media Office, recieved by the Iraqi News Agency - INA.

    First: Approval for the Ministry of Industry and Minerals to sell (130) machinery and equipment to the Ministry of Construction, Housing, Municipalities, and Public Works at 50% of the total cost, specified in the letter from the State Company for Automotive and Equipment Industry dated February 19, 2024, amounting to 17,872,097,588 dinars. The team is to receive the machinery and equipment ready for use, as per the request submitted to the aforementioned company regarding the specification of each piece of machinery, as an exception from the instructions for executing government contracts (2 for the year 2014).

    Second: Approval for the reopening of the Embassy of the Democratic Socialist Republic of Sri Lanka in the Republic of Iraq, based on the provisions of the Vienna Convention on Diplomatic Relations of 1961, and the provisions of the Foreign Service Law (45 for the year 2008), noting that Iraq has resident representation at the embassy level in the Sri Lankan capital, Colombo.

    Third: Approval of the recommendation of the Ministerial Council for Economy (24080), which is endorsed by the Ministry of Finance on January 16, 2024, and March 5, 2024, regarding the contribution to the optional and general increase in the International Bank for Reconstruction and Development.

    Fourth: Adoption of the recommendation of the Ministerial Council for Energy (24016) for the year 2024, concerning the agreement to utilize associated gas for generating electricity, with the addition of authorizing the Minister of Electricity the power to sign a similar agreement with Siemens Energy.

    Fifth: Empowering the head of the Iraqi Civil Aviation Authority to contract with international experts.

    Sixth: Amendment of the Cabinet Resolution (23062 for the year 2023), as follows:
    The merger of Al-Farouq State Company for Construction Contracting with Saad State Company, to be named: Al-Farouq State Company for Contracting.

    The Cabinet agreed to provide scholarships at the Police Academy for friendly countries, based on the principle of mutual respect and common interests, for (10) students, according to the amended Police Academy Law No. (37) for the year 2000, with the Ministry of Interior bearing the costs of accommodation, food, and supplies.

    Similarly, the Cabinet approved the issuance of the first amendment to the Staff College Regulation No. (2) for the year 2020, which was reviewed by the State Council, based on the provisions of the Constitution and the provisions of the Defense Studies University Law No. (4) for the year 2016, with the amendment of the first article, to be: (Holding a bachelor's degree from one of the Iraqi military colleges, or the Iraqi Police Academy, after preparatory school or its equivalent in recognized foreign colleges).

    To expedite addressing the specific problems of the education sector, the Cabinet approved granting the Opinion Commission in the Ministry of Higher Education and Scientific Research the power to make exceptions from the instructions related to the aforementioned ministry's work; to address necessary and critical cases that require urgent attention, based on the provisions of the Opinion Commission Law (9 for the year 2011).

    In the context of supporting the elections of the parliament of Kurdistan Region of Iraq, the Cabinetnisters agreed to continue allowing the Independent High Electoral Commission to spend on the Kurdistan Region's election process, within the 2024 estimates, according to the details fixed by the Cabinet Resolution (23722) for the year 2023.

    The Cabinet approved the bill for the first amendment of the Civil Law Notaries Law No. (33) for the year 1998, which was reviewed by the State Council, and referred it to the Parliament, based on the provisions of the Constitution, taking into account the notes of the legal department in the General Secretariat of the Cabinet, including the amendment of Article (16) of the law, to be read as follows:

    (First): Arabic and Kurdish shall be the official languages in presenting and documenting the documents.

    (Second): The civil law notary may authenticate documents written in a foreign language, after reviewing their content through a sworn translator.

    In the context of completing the delayed projects, the Cabinet decided the following:

    First:
    1- Increase the cost of the project (Increasing export capacity) to become 5,532,106,037,842 dinars.
    2- Instruct the Cabinet regarding the violation outlined in the letter from the Ministry of Planning dated February 28, 2024.

    Second: Increase the total cost of the project (Completion of suspended channels and facilities for an area of 21.5 thousand donums/Supporting the agricultural sector) to enable the completion of the contract, and to become 27,070,428,00 dinars.

    Third: Increase the total cost of the project (Professors' Apartments No. 3) to become 10,990,603,852 dinars.
