Painstaking efforts based on plans prepared in advance by the Ministry of higher education and scientific research and the Ministry of Education have resulted in Iraq's return to UNESCO membership, which represents the highest cultural and scientific body in the world.

This vision falls within a broader educational strategy, prepared by the ministry's agency for Scientific Affairs, and directly supervised by the undersecretary of the Ministry of Higher Education Haider Dhahad with a number of professional experiences within the formations of the scientific undersecretary's office, and this vision is fully consistent with the requirements of the government program, which aims to make a qualitative leap in the file of higher education in general in Iraqi educational institutions.

The Ministry of higher education, through its scientific vision, seeks to improve the level of scientific performance for university elites and students alike, in order to catch up with the global higher education, and this can only be achieved through continued efforts and the implementation of the steps of the pre-prepared strategy with steady, professional and scientific steps, and this is what the Office of the undersecretary for scientific affairs is working to achieve within the Ministry of Higher Education, Iraq's membership (UNESCO), was not the first step in correcting the course of scientific institutions, and certainly will not be the last.

Despite the importance of this event, the goals of Iraq, through the ministries of higher education and education, are to keep up with scientific and educational developments, in order to achieve cultural human development that reflects positively on the renaissance of the country.

It is noteworthy that Iraq has received a vote of 94 countries in favor of its accessing the Executive Office of the organization, during the activities of the International Conference of UNESCO at its forty-second session in Paris, after 38 years of waiting.
