The Ministry of Education explained the advantages and gains achieved from Iraq’s ranking 37th in the Times classification, while indicating that the process of modernizing and developing curricula in Iraqi universities continues annually.
Ministry spokesman Haider Al-Aboudi told the Iraqi News Agency (INA), “Iraq’s ranking 37th in the results of the Times classification leads to the success of an ambitious program that the Ministry of Higher Education worked on at the level of the data it worked on in the priorities of the government program, the ministerial curriculum, and the national strategy for education.” Noting that “the combined data led to these results.”
He added, “International openness to the higher education environment, attracting international students, and opening horizons in the field of cooperation have reflected positively on the teaching environment, the quality of scientific research, and the international vision,” noting, “The criteria that were adopted in competing with the Times classification, in which Iraq achieved positive results from Among 13 competing universities, he ranked 37th in this classification.”
He stated, “All classifications in the world provide readings to governments, companies, students and their families about the quality of education in participating institutions,” explaining, “The higher the quality index, the more universities will advance and be qualified for the labor market by graduating qualified students to work in these specializations.”
He stated, "The Times classification index classified more than 1,900 universities from 108 international countries," pointing out that "the University of Baghdad is the first Iraqi university to also reserve its position in the Shanghai classification of subjects, which is considered the first in the world."
Regarding curriculum development, Al-Aboudi stated, “Iraq has taken a clear and frank decision regarding the educational transformation from the usual stereotypical environment to the Bologna path,” pointing out that “this makes Iraqi universities an interactive part of a global environment, meaning that what is applied to international universities will be subject to Iraqi universities are essentially developing their curricula by 20 percent annually through scientific committees that submit their recommendations and are approved by the Ministry of Higher Education and Scientific Research.

The representative of the Times Foundation in the Middle East and Africa, Nicholas Davis, announced during the Iraq Education Exhibition and Conference 2023 that Iraq, for the first time, would rank 37 in the rankings.
