PM: Our government has placed the issue of reforming security institutions at the top of its priorities

    The Prime Minister congratulated the graduates of the (28) courses of the Higher Institute and (53) of the qualifying courses for officers, and while he stressed the need to keep in mind the principles of human rights in the daily actions of the security man, he stressed that the government has set, since its formation, the subject of reform. Security institutions are their top priority.

    The Prime Minister’s Media Office stated, in a statement received by the Iraqi News Agency (INA), that “The Prime Minister, Commander-in-Chief of the Armed Forces, Muhammad Shia’ al-Sudani, attended, this Saturday morning, the graduation ceremony of the (28th) session of the Higher Institute for Security Development, and the (53rd) session. 
    Qualifying training for officers, which was held in the institute building in the capital, Baghdad, in the presence of the Minister of Interior.

    In a speech he delivered during the ceremony, the Prime Minister congratulated “the officers graduating in this course,” stressing that “they are qualified to assume responsibility and defend Iraq and its people in the face of every danger, and that they will continue the path of the officers and affiliates who came before them who defended this land in the harshest and most miserable circumstances.” .

    The Prime Minister said: “Today you are taking the first steps on the path to responsibility, which requires you to be worthy of carrying it,” adding:
    He stressed that “true security begins when we provide public service to citizens, and when the citizen feels that the state cares about his affairs and facilitates his transactions in the departments,” adding: “You are required to have high commitment and discipline in performing your duties, so that you reflect the true image of the security man, whatever the task he is facing.”.

    He continued: "The performance of your security duties must be in accordance with the regulating laws and the constitution," stressing: "The principles of human rights must be present in the daily actions of the security man and the implementation of his duties.".

    He pointed out that "there is a major role awaiting you, which is to take over the security file in the cities from the army forces after the security situation improves," stressing that "terrorism has become devoid of the element of force, and has become small groups that are terrified and hiding.".

    He added, "Our security forces must have a high level of readiness, and their plans must be proactive in accordance with intelligence data," stressing "the necessity of constantly updating security plans and taking advantage of the latest scientific findings in security aspects.".

    He added, "The scourge of drugs is no less dangerous than the challenges of ISIS terrorism, as it threatens societal security, and the money from its trade is exploited to finance terrorism," stressing "the necessity of redoubling efforts to control the borders and work to combat drugs and organized crimes of cross-border gangs.".

    He continued his speech: “We must cooperate and coordinate with regional and international institutions and organizations to rid Iraq of the evils of toxins and organized crimes,” pointing out that “reforming the security institution is the government’s top priority, by rebuilding its structures and keeping pace with the latest developments in training and security technologies, and by combating corruption.”.

    He pointed out that "the government worked to rehabilitate the security forces by returning 34,000 of those whose contracts had been terminated, and tens of thousands were contracted to pump new blood into the security establishment, and to form new brigades of federal police forces and law enforcement.".

    He continued: "The government has taken upon itself the responsibility of caring for the self-sacrificing members of our security institutions who were martyred, and providing justice to their families," concluding by saying: "Our directives continue to care for the wounded and injured members of the security forces, and to treat them inside or outside Iraq.".
