INA-Baghdad In his inaugural speech before the Iraqi Parliament in its fourth term, Dr. Fouad Masum greeted members of the new parliament and expressed his feelings of pride and confidence for holding the session in accordance with Iraqi Constitution and utter keenness to enable the new counsel of embarking on its duties and authorities within the scheduled date defined by the constitution after the ultimate ratification by the Supreme Federal Court of the elections results. Masum expressed his full confidence that the new term will be able to have a role in the enrichment of democratic practice in Iraq, protecting its achievements and treat its shortfalls and flaws so as to strengthen and consolidate the political system which represents the solid grounds for the modern Iraqi democratic state that embraces the values of plurality and diversity, of participation, equality and openness, of dialogue, concord and creative balance. Masum wished to the new MPs success in coming up with a new, efficient, and able government that is capable of performing a progressive and comprehensive government program that responds to people’s demands and ambitions. Masum emphasized the importance of defeating terrorism, backwardness, unemployment, poverty, ignorance, extremism, and Takfiri ideology before being able to ensure constitutional rights to everyone. He pleaded also for the consolidation of the values of citizenship and national unity and to raise high the spirit of solidarity and tolerance, as well as ensuring and strengthening the range of freedom which the constitution guaranteed. He emphasized that no democratic, independent, unified and sovereign state can exist without embracing the concepts of: the state of law, individual and collective freedoms; economic, social, culutural and lingual development.
