President’s Adviser Munif Al-Shammari, determined the terms for inclusion of those convicted in the amnesty law, while indicating that there are discussions between President Barham Salih and Prime Minister Mustafa Al-Kadhimi to include large numbers of those convicted by the law.
Al-Shammari told the Iraqi News Agency (INA): "With regard to the special amnesty law, which was mentioned in Article 73 first of the Constitution, it includes giving absolute authority to a recommendation from the Prime Minister with the approval of the President of the Republic."
He added that "the President of the Republic attaches importance to the special amnesty by including the convicts in the amnesty law according to specific controls that include the completion of half or one third of the sentence in relation to the conditions of conditional release," noting that "these controls were set by the previous cabinet before the special amnesty decision for juvenile and women crimes."
He added that "crimes of juveniles and women are not covered by these controls, and they will be released to those covered, except for those covered by crimes of administrative and financial corruption, terrorism and international crimes."
Al-Shammari confirmed that "there are many negotiations to include a large number of convicts under the amnesty law, in addition there are contacts with Al-Kadhimi in this regard."
