Dear Brother the Custodian of the Two Holy Mosques King Salman Bin Abdul Aziz Al Saud,

Your Majesties, Excellencies and Highnesses
His Excellency the Secretary-General of the League of Arab States,
Excellencies,
Starting, allow me to extend my thanks and gratitude to the brothers in the Kingdom of Saudi Arabia as King, Government, and people, for the warm reception and hospitality we have received since our arrival in this hospitable country, where generosity has been inherent in its history.
We gather in Mecca, in this sacred and immaculate place, in this holy month, and our prayers in the last ten nights of the holy month of Ramadan, and in the side of the House of God, to bless our peoples with security, peace and good, and to be a good example on following the integrity and ethics of our Prophet Muhammad peace be upon him in consolidating the values of peace, love and harmony.
Gentlemen ..
We are meeting again in very complex circumstances, unfortunately, the situation of our region today is no better than yesterday, as many countries in the Arab world are undergoing difficult transformations.
Our hearts go with our people in the Sudan and Algeria as they look to solving the problems and challenges they are facing. Things in sisterly Libya do not please a friend, while Syria, which is absent from us, undergoes a difficult labor as is the case in Yemen, and the Al-Aqsa Al-Sharif calls out and there is no responder.
I do not forget - of course - my country; Iraq. Despite the progress made and the prevailing optimism, I assure you that we still face serious challenges.
My brothers,
In the midst of this crisis situation, successive developments, and within an international and regional environment fraught with unrest and danger, we witness the interaction of a regional and international crisis before our eyes, threatening to degenerate into full-scale war of carnage and devastation remain, If we do not better manage it, then we will face the danger of a regional and international confrontation that might drag our countries into scourges and woes.
We in Iraq consider from the status of a harsh experience of wars and terrorism’s targeting to our capabilities, which has affected our internal security and that its effects have stretched to the security of our Arab depth, our Islamic neighborhood and even the security and stability of the international community.
The security of the sisterly Kingdom of Saudi Arabia is the security of Iraq, the security of the UAE, and the security of the Gulf countries is our security. We in Iraq are keen on the security of the Kingdom and the Gulf states, and any targeting for its security is a targeting for our security, but a targeting for the security of all Arab and Islamic countries. We condemn any hostile action directed at our brothers, because actually the violation of security in the region is a breach of Iraq's security and its stability too.
The Islamic Republic of Iran is a neighboring Muslim country for Iraq and the Arabs, and certainly, we do not wish that its security be targeted. Iraq is connected with Iran by 1400 kilometers of borders and multiple ties and relations. Certainly, the security and stability of a neighboring Muslim country is the adopted positions, and interest of the Arab and Islamic countries.
The region needs stability based on a system of common security that is dependent on respect for sovereignty, non-interference in internal affairs, and renunciation of violence and extremism as our security is common and interdependent at the level of the region.
Our efforts are not only aimed at building an integrated economic and political system with our brothers in the Kingdom and the Gulf as well as our Arab depth and Islamic neighbors, but also that our countries contribute through the diplomatic channels to achieving a lasting peace and stability in the region and resolving the accumulated crises there.
Your Majesties, Excellencies and Highnesses,
From here - and because we without exception are influencing and being influenced by our surroundings- I would like to go beyond the words of courtesy to ascend to the practical proposals in order to rise to the level of the event that requires the holding of this extraordinary summit, and to remind you and remind myself that Iraq's security is a pillar of regional security, as violence and the security and political unrest in Iraq have disturbed the balance of security in the Middle East, threatened international peace and security, and led and ended up to disastrous results, which have confounded the security and political system in the region, and also hit the Arab national security at the core.
the consolidation of stability in Iraq requires cooperation and understanding of our brothers, neighbors and friends, which makes it imperative for all our brothers to support us and stand by our side because Iraq is one of the most important pillars of the region, and if it recovered the region will be recovered, and if Iraq is weakened then the region will be weakened too.
We believe that any clash in our region will endanger the security of Iraq. From this point on, out of our Iraqi interest, and out of our keenness on the security of the region, Iraq will do its utmost to open the door to constructive dialogue, and stresses the need to adopt direct dialogue and renounce violence and war as a way to resolve the crisis that is besetting us. It is important that this dialogue leads to the development of a stable regional system, which will be the cornerstone of ending the feature that our region is characterized by as a crisis zone, and to be an area of integration and understanding.
We must reaffirm, dear gentlemen, our steadfast position and support for the Palestinian people to achieve their legitimate rights in establishing a State with Al-Quds Al-Sharif (Jerusalem) as its capital, and also affirm our keenness to ending the suffering of the Syrian people and enable them to a political solution based on confronting terrorism and respecting their will in a free and dignified life. We look forward to resolving the crisis in Yemen and supporting sincere efforts to end the suffering of the brotherly Yemeni people in a way that achieves security, stability and prosperity for them.
In conclusion, we in Iraq emphasize that the best way to safeguard our national security is peace and solidarity in the face of terrorism and extremism, a path of common security that respects the sovereignty of countries, refuses interference in internal affairs, develops the bonds of friendship and deepens economic and cultural relations as peace and harmony are conducive to launching the development process required in our countries.
