The United Nations and the Government launched the second phase of the UN Plan, titled “New Beginnings,” a comprehensive framework aimed at facilitating the safe, voluntary and dignified return, rehabilitation and reintegration of Iraqi citizens from Al-Hol and Al-Roj camps in northeastern Syria.

A statement by the United Nations Mission in Iraq, received by the Iraqi Agency (INA), stated that "National Security Advisor Qasim Al-Araji "underscored the importance of accelerating the return process and closing Al-Hol camp," calling on "international partners to continue supporting Iraq in this effort."

In turn, the Special Representative of the Secretary-General and Head of the United Nations Assistance Mission for Iraq (UNAMI), Mohammed Al-Hassan, said: "Iraq's leadership in facilitating the return of its citizens from northeastern Syria constitutes a positive global precedent, and it has been recognized at the highest levels within the United Nations, including by the Secretary-General himself."

He added: "It is time to close this file and turn the page on ISIS threats. It is a challenging project, and its solution, according to international standards, and in a manner that rises to the level of this country that has drawn the civilization of humanity, is evidence of Iraq's recovery."

The statement continued that "the United Nations plan depends on the efforts made by Iraq since 2021 to return and reintegrate its citizens, especially women and children who lived in harsh and volatile conditions in Al-Hol camp, and children constitute more than 60% of Iraqis in the camp, while 20% of them are under five years old, where many of them are deprived of the most basic rights, including education.

He explained that "the United Nations One Plan includes new beginnings within a broader global framework, and is implemented through the joint technical working group between the United Nations and the Government of Iraq.
