The President of the Federal Supreme Court, Judge Jassim Muhammad Abboud, identified today, Wednesday, the causes of the phenomenon of corruption in Iraq.
Judge Abboud said in an interview with the Iraqi News Agency (INA): "The meeting with the President of the Republic, Abd al-Latif Jamal Rashid, in the presence of all members of the Iraqi Supreme Federal Court, discussed many files, including the file of corruption in Iraq. “While confirming that the government of Prime Minister Muhammad Shia’ al-Sudani is serious in fighting corruption. He clarified the position regarding appeals submitted to the budget items.
Fighting corruption
He added, "Corruption can be fought and eliminated with the presence of a real intention on the part of all parties responsible for fighting corruption. The purpose of the existence of these institutions is to eliminate corruption and make the citizen aware that the country's resources belong to all Iraqis."
He pointed out, "The people of Iraq went through difficult circumstances of wars and economic conditions during the era of the former regime and the subsequent presence of foreign forces, but that did not deter them from moving together to build a state of law," noting that "takfirism and terrorism did not stop the Iraqis from strengthening national unity and producing Means of peaceful transfer of power, adoption of a method of equitable distribution of wealth and granting equal opportunities to all Iraqis.
Iraqi constitution
The President of the Federal Court stressed, "The constitution of Iraq is one of the best constitutions in the Middle East, as it clarified public rights and freedoms, the system of government, constitutional authority, and how the constitutional authorities exercise their competencies, which are based on the principle of separation of powers."
And the President of the Federal Court continued, "Preserving the constitution and working according to it builds a modern, independent Iraqi state based on correct citizenship, fighting corruption and eliminating it, restoring citizen's confidence in the public function and government, and creating a government and legislative authority that works for the people."
Budget appeals
With regard to the budget appeals, Judge Abboud noted that “the budget law for the three years 2023-2024-2025 is very good,” noting that “the court received many appeals from the government and other parties regarding the budget clauses, but it has not been decided so far and is under consideration,” pointing out, that "the court issued a state order to suspend some of the items that were challenged."
Abboud pointed out, "The budget law dealt with important issues for the people and also included addressing the salaries of the region's employees."
The commitment of the regional government to the decisions of the court
Judge Abboud pointed out in a second file, "The Kurdistan Regional Government has recently complied to a large extent with the decisions of the Federal Supreme Court, and the Federal Court will accept an invitation to visit the Kurdistan Region and its goal is to preserve the unity of Iraq, given that the people of Kurdistan region are an important part of Iraq."
