The Iraqi News Agency publishes the National Dialogue Document, which includes 17 points, which is a national pact between all political blocs and the Iraqi people.
Here is the text of the document:
First: Elections are the primary means of democratic expression and on the basis of which the political performance of forces and parties is defined, as they are the most sober expression of democratic performance.
Second: The Iraqi constitution is the document that everyone has accepted as a governing and just framework for regulating the relationship between official institutions and the people, and between official institutions among them, and among the Iraqi people. Therefore, respecting the constitutional text and preventing abuse is a foundational duty. However, the constitution is not a static document, and accordingly it is necessary to carry out constitutional reform in line with the aspirations of our people. The political blocs that make up the next House of Representatives undertake to amend the Iraqi constitution through the Constitutional Amendments Committee and begin its work within a maximum period of six months from the first session of the new House of Representatives.
Third: All political forces in the House of Representatives and the government are working to ensure the integrity and fairness of the elections away from any outside interference or influence and to prevent the practice of any illegal action to influence the voter's will.
Fourth: The upcoming government and parliament are committed to the time limits for ending the US military combat presence in Iraq.
Fifth: Iraq has a sovereign state that has a free decision and deals on a state for a state, not individuals or groups, and rejects any interference in its internal affairs, and Iraq's foreign relations are based on the basis of balance and mutual respect and refusing to interfere in internal affairs and rejected Iraq's turning
Sixth: Peaceful demonstration is a constitutionally guaranteed right in accordance with the law. The House of Representatives and the next government pledge to respect human rights, especially the right to express opinion and position. And the adoption of laws that regulate rights and freedoms in a manner that preserves the prestige of the state and the dignity of the citizen.
Seventh: Strengthening the capabilities of the official military and security institutions, defining the competencies and workspaces of the security services in them, ending the multiplicity of agencies and overlapping specializations in them, and merging them into the army and police in a way that ensures the integrity of their performance at all levels. And provide the training, rehabilitation and armament necessary for it to carry out its work in the service of Iraq's security and territorial integrity.
Eighth: All types and justifications for carrying and using uncontrolled weapons outside official institutions, or using the weapons of official institutions outside the will of the state, are criminalized by strict legal texts, and to end the phenomenon of possession of arms, whether it is a weapon belonging to clans, armed groups, factions, or political blocs.
Ninth: Sectarian or racist political discourse is prohibited and criminalized in accordance with clear and enforceable laws.
Tenth: Respect for religious, national, and sectarian diversity in Iraq, and considering it a source of strength for the privacy of our people and its deep historical structure, a source of Iraqi national values, and a basis for a comprehensive national identity that should be an umbrella for all Iraqis with the diversity and plurality of their societies and cultures.
Eleventh: Defining the political parties responsible for forming the government to bear its responsibilities before the Iraqi people in a clear and explicit manner.
Twelve: The next government, within a known time frame, shall undertake the following:
1. Forming a higher committee with expanded powers, in coordination with the judiciary, to audit corruption files in previous governments since 2003 and to hold the negligent accountable through transparent and clear procedures in public opinion, and the interference of political blocs in defense is prohibited.
2. A pledge to end judicial investigations into the attacks committed during the October 2019 demonstrations, whether on demonstrators or the security services, and pledge to continue the work of the committee formed for this purpose and support it by all means to end its work and announce the final results.
3. Presenting the draft law on the reconstruction council and the oil and gas law to the House of Representatives for approval.
4. Work on the completion of the e-government project to reduce corruption, administrative red tape and financial waste.
5. Forming a higher committee to audit the currency auction file, the work of banks and the work of the Central Bank, notifying public opinion of the results, and working on the independence of the Central Bank away from political interference.
6. Preventing partisan interference in the state's administrative and technical institutions and prosecuting the phenomenon of partisan companies.
Thirteen: Ensuring the independence of the Iraqi judiciary supported by the enactment of laws that would achieve security and judicial independence.
Fourteen: Care and rehabilitation of youth, provide the necessary education for them, support youth and sports institutions to carry out their tasks, provide fair opportunities for youth work and develop their capabilities, respect women’s rights, freedom and self-will, support widows and divorced women, expand social welfare systems, and support families of martyrs, wounded and people with special needs.
Fifteen: Regulating the role of clans in maintaining security, supporting the state, cooperating with security institutions, and preventing negative manifestations such as hoarding weapons and using them in tribal conflicts, interfering in the affairs of institutions, or imposing positions in a manner that intersects with laws.
Sixteen: Supporting and encouraging Iraqi scientists, thinkers, intellectuals and artists, and supporting scientific and cultural institutions.
Seventeen: Supporting sports institutions in a way that absorbs the energies of youth and turns it into an achievement worthy of Iraq's reputation.
